SCOPE OF CONFERENCE

Deploying efficient and effective infrastructures and solutions when limited resources are available is a challenging task and a key-enabler for the diffusion of ICT in developing countries. The aim of this conference is bringing together international researchers, public officers, policy makers and practitioners in ICT to discuss issues and trends, recent research, innovation advances and on-the-field experiences related to e-Governance, e-Infrastructure, and e-Business with a focus on developing countries.

AFRICOMM 2010, the second conference of the series, is organized into three Tracks, two of them organized as Research Tracks and one as Policy & Governance Track. The Research Tracks will consist of presentations of research findings in defined themes proposed for the conference. Submitted papers will be double blind peer-reviewed scientific papers, which will be published by Springer in the LNICST series. Policy Track, on the other hand, will be based on panel discussions, which will be selected from 2-page extended abstracts.

1. Track on Information and Communication Infrastructures for Developing Countries
The AFRICOMM track on ICT infrastructures is dedicated to foster ICT technologies that have more relevance to developing countries. The track provides a platform where key R&D findings and new directions in this field, challenges and obstacles, business models and success stories will be discussed and reviewed. This track is calling for research papers on topics that include, but are not limited to:

• Design and analysis of protocols and architecture for developing countries
• Energy-aware ICT infrastructure, e.g., energy aware systems and networking,
• Existing and emerging wireless broadband access technologies, WiMAX, LTE, etc
• ICT security issues in developing countries
• Overlay networks (such as p2p, bittorent, etc) in developing countries
• Self-managed deployment, operation, maintenance
• Affordable and relevant mobile technologies and solutions
• Low density of population
• ICT infrastructures for critical environmental conditions
• ICT infrastructures based on alternative energies
• Testbeds and reference implementation for exploring and validating infrastructure requirements and usage
• Applications and business models in such environments, etc.

2. Track on e-Services (e-Government, e-Commerce, e-Business, etc.) for Developing Countries
The AFRICOMM track on e-Services provides an opportunity to share and compare different perspectives of real-world issues and to discuss ways to foster development through ICT. To achieve this goal, researchers and practitioners from around the world are invited to submit research findings, ideas, project experiences, and best practices in all areas of e-Services. Topics of the track include, but are not limited to:

• Social Networks and e-Government
• Emergency and Disaster Management
• e-Health, e-Learning, e-Agriculture, e-Participation
• Mobile-based computing and services
• Open source and open source models for e-Services
• Geographic Information Systems
• Computational and data processing techniques for service delivery in development context
• Public sector modernization with the support of ICT
• Governance of ICT projects in developing countries
• Change management, interoperability, and standards
• Innovation management

3. Track on Policy & Governance
The Policy & Governance Track is an opportunity for political actors and policy makers from developing world, development agencies, and social organizations to present and discuss policies, models, governance issues and challenges, through presentations and panels. Contribution will be selected on the basis of a two pages extended abstract.
